Login to Flex
Open Message Center
Navigate to the arrow dropdown for "IM"
Click Group Management
Type "Agency - EUS" or other three character agency identifer... the agency will populate on the list.
Select your agency.
Click Add
Click Ok.
You should now have the set of users that belong to the selected agency in your group of IM's
